The various works of Tsutomu Nihei ("BLAME!", "Biomega", "Abara", "NOiSE!", "Knights of Sidonia", etc.) somewhat fit into Devilman themes I would say. It's a goodish read but it does adopt too many tropes of conventional manga storytelling for me, still could be worth checking out. "Claymore" by Yagi Norihiro is a toned down version of Devilman themes but I kinda think it fits, at least a bit. It's more of a mystery / action / scifi work but it has gore, devil themes, and it's pretty cool.
I would say in some ways "Dorohedoro" by Q Hayashida fits into Devilman themes. And it received an anime adaptation I think

He is also the author of the way more popular "Uzumaki" which is perhaps a good intro to his stuff, since it's a longer more serial format. But there is a sensual aesthetic to it also which is compelling.

He's basically a horror mangaka and his works are relatively shorter or self contained but for instance his "Tomie" series gives pretty raw/empty feelings (theme of Villain Winning). Idk how much this fits, but Junji Ito works in general might hit this for you.
